The Secretariat Administration Department (SAD) is the administrative department of the officers and personnel working at the Secretariat. At present, Shri Pushkar Singh Dhami, hon’ble Chief Minister, Uttarakhand, is the departmental minister and Shri Ranvir Singh Chauhan is the departmental secretary of Secretariat Administration Department. This department deals with service-related establishment, accounts, library, administrative management and miscellaneous work of the serving and retired officers and personnel of the secretariat service. The administration of secretariat service cadre, private secretary cadre, accounts cadre and security cadre is being looked after by the Secretariat Administration Department.
Apart from this, currently 159 sections (Anubhag) and 13 cells(Prakosht) have been created under the total of 60 departments of Secretariat Administration Department (SAD). Recruitment to the basic posts in the various service cadres of the secretariat service under the Secretariat Administrative Department is conducted as per rules by Uttarakhand Public Service Commission (UKPSC) and the Uttarakhand Subordinate Service Selection Commission (UKSSSC). In view of modernization and technological advancement, the e-file system is being operated under the SAD to expedite the implementation of progressive state schemes, policy making and official work in various departments. This system facilitates the speedy processing and disposal of files at each desk of officers and staff working in the State Secretariat and promotes transparency and enables paperless work in the offices. A Biometric Attendance System is being used to ensure the mandatory attendance of officers and staff of the secretariat within the stipulated office working hours. Overall, the Secretariat Administration Department is the central department of the Uttarakhand Government which looks after the service related matters of the officers and personnel of the State Secretariat along with other administrative management of the Secretariat.
